The incinerator shall be suitable to completely burn the sludge without the need to mix or blend it with any other
fuel. The incinerator shall be designed to meet the latest design criteria for minimization of smoke emission. The
incinerator shall also be used to burn both liquid and solid wastes simultaneously.
